- GPA 96-03 The Board
of Supervisors, on 12 September 2000, voted to
appeal Judge Judith McConnell's ruling finding the Environmental Impact
Report (EIR) that the County had prepared for GPA 96-03 was inadequate and
ordering them to prepare a revised EIR. The County's appeal of the
Superior Court decision was expected to be heard in March 2001 but has
been extended until late summer.

CURRENT STATUS OF PROPOSED PROJECTS IN THE BACKCOUNTRY:
ALPINE ALBERTSON'S AND LAKESIDE RALPH'S UPDATE
In the year 2000, SOFAR
teamed up in two coalitions to oppose two chain- market retailers with
plans to build large grocery complexes along rural portions of the I-8
corridor. We campaigned vigorously and were able to successfully make fair
arguments that the impacts from these projects should require a full
Environmental Review (EIR). SOFAR considers these cases to be major
victories in the battle against sprawl in San Diego's backcountry. In both
cases, due to the firm resolve and persistent efforts of these coalitions,
the proponents voluntarily decided to do full environmental analyses. We
expect draft EIRs to be out late summer for both the Albertson's and
Ralph's projects when, once again, we intend to be prepared to challenge
these projects which threaten to degrade the character of our rural
towns.

like them, please make a contribution to our campaign against the Gamble on Sprawl.
SOFAR is monitoring these projects, as well as ALL other backcountry
projects, closely.
